Mr. Wathen brings 25 years of professional engineering experience with a diverse background of project management, design and construction-related activities. As President, Mr. Wathen is focused on the companywide organizational delivery of our professional services and meeting our clients’ business objectives with every engagement. In addition, he supports and ensures resources are available for our many talented professionals working to make a positive client experience and outcome.

Chief Financial Officer
Ms. Freeman has been with QK since 1980. As Chief Financial Officer, she is responsible for the firm’s administrative, financial, risk management, human resources, IT and business operations. This includes the development of financial and operational strategies, metrics tied to those strategies, and the ongoing development and monitoring of control systems designed to preserve company assets and report accurate financial results.
I’m fortunate to have spent my entire career with QK and have been afforded amazing opportunities to grow along with the firm.
PE, PLS | Chairman of the Board, Principal Engineer/Surveyor
Mr. Knopf has over 40 years of professional experience, including 12 years as QK’s President and CEO, where he oversaw the firm’s overall operations, business development and client relations. In 2018, Mr. Knopf stepped down from this position and has returned to a technical and supervisory role including leadership of the firm’s Land Surveying practice. Mr. Knopf will remain Chairman of the QK Board of Directors.
Originally licensed as a Land Surveyor in 1977, he currently holds professional registration as both a Land Surveyor and Civil Engineer in California, Nevada, and Arizona. Throughout his career, Mr. Knopf has been actively involved with many of the firm’s larger and more complex surveying, design, and construction projects. Serving as Principal-in-Charge and/or Project Manager, he has been responsible for the entire project delivery process including overall project quality, technical content, adherence to schedules and contract requirements, and conformance with project budgets.

Vice President of Business and Operations / Clovis Branch Manager
Ms. Adams is an experienced management professional who specializes in client coordination, business operations, finance and project delivery for multi-disciplined and complex projects. She serves as the Vice President of Operations and Business for QK’s offices and has over 20 years of professional experience overall. Ms. Adams excels at working with Clients to clearly define objectives and prepare scope and contracts to help agencies, firms, and individuals within the public works and planning community to ensure the successful implementation for their projects and programs.
As Branch Manager, Ms. Adams provides oversight of all projects managed, and services provided through, the Clovis office. This includes the substantial amount of public works and land development projects being managed by Clovis project managers and technical professionals.
Working with my clients and colleagues to accomplish shared objectives drives me. Seeing community projects come to life is why I am a QKer!
PE | Principal Civil Engineer / Porterville Branch Manager / Vice President of Quality Assurance and Municipal Services
Mr. Cowart has 30 years of civil engineering and project management experience. He currently serves as Principal Engineer, and Vice President of Quality Assurance and Municipal Services, providing design and construction administration services for large-scale infrastructure improvement projects for a number of public agencies. Mr. Cowart’s responsibilities have included providing project management services for surveying, planning, design, contract administration, and construction observation for public works projects and development projects.
Mr. Cowart leads Municipal Services to our city clients for which we contract for City Engineering Services, such as the Cities of Farmersville, Exeter, Lemoore, Lindsay, Corcoran, and Delano. Additionally, he serves as City Engineer for the City of Lindsay.
As Branch Manager, Mr. Cowart provides oversight of all projects managed, and services provided through, the Porterville office. This includes the public works and land development projects being completed by Porterville technical professionals.
Having been born and raised in the San Joaquin Valley, QK provides me the opportunity to work with and help our local communities develop the infrastructure and amenities to support their residents. I’m able to be part of a team of dedicated, knowledgeable and innovative people at QK that help each of our clients meet their goals and objectives.
PE, PLS, QSD | Principal Engineer / Vice President of Technical Services
Mr. Pecchenino has over 29 years of experience in civil engineering and surveying projects with an emphasis in water resources, hydraulic analysis and surveying boundary research. He currently serves as Principal Engineer, Surveyor and Vice President of Technical Services, His project experience for civil related projects includes permitting/ application process, specification writing and design of new irrigation facilities, water wells, water pumping systems, wastewater treatment facilities, and storm drainage facilities. Mr. Pecchenino surveying project experience includes both office and field work that encompasses the areas of boundary, legal descriptions, construction staking and topographical surveys.
Mr. Pecchenino has served as an expert witness on various disputes related to water resources and drainage issues.
Mr. Pecchenino currently serves as District Engineer for Hilmar County Water District, Le Grand Community Service District, Midway Community Service District, South Dos Palos Community Service District, and Merquin County Water District; and City Engineer for Atwater and Dos Palos.
In the role of Vice President of Technical Services, Mr. Pecchenino has advanced the professionalism of the QK staff, structured the technical procedures and established clear internal guidelines for the completion of both technical reports and construction documents.
Being a QKer is living my roots, raised in the Sierra Foothills along Highway 49 makes me a 49er and as a 49er you learn to understand what personal satisfaction there is in hard work that develops positive results for your community. The spirit of stepping into a new project is liking prospecting for minerals in the foothills, every work day I get the opportunity to either improve the well being of our clients or staff through my interaction on projects and that is the true treasure in life.
PE, ENV SP | Senior Associate Engineer / Merced Branch Manager
Mr. Supinger serves as Branch Manager providing oversight of all projects managed and services provided through the Merced office. He is a registered civil engineer and project manager with over 12 years of experience. Mr. Supinger is an Envision Sustainability Professional (ENV SP) and one of only twelve Institute of Sustainable Infrastructure (ISI) approved trainers in California for the Envision rating system. His experience includes designing water, sewer, and storm drain improvements, including distribution mains, booster pumps, wells, storage tanks, and lift stations.
Mr. Supinger currently acts as District Engineer for the Hilmar County Water District and the Planada Community Services District.
I enjoy helping clients realize their vision and needs through engineering solutions. QK specializes in a wide range of projects that continue to challenge me to learn. My favorite part of civil engineering is visiting the project site during construction to see my design come to fruition.
AICP | Principal Planner/Bakersfield Branch Manager
Mr. Mynk serves as Branch Manager providing oversight of all projects managed and services provided through the Bakersfield office. He is a certified Planner through the American Institute of Certified Planners (AICP) with over 14 years of experience in land use planning, CEQA and NEPA compliance, agency coordination, as well as project entitlements for public agencies and private interests. His areas of expertise include the California Central Valley, Mojave Desert, Oil and Gas permit processing, commercial scale renewable energy (wind and solar), residential, commercial and industrial development. Prior to joining QK, Mr. Mynk was a senior level planning manager with the Kern County Planning and Natural Resources Department (County Planning) for over 12 years.
Mr. Mynk is a member of the American Planning Association (APA) and currently serves as the Interim Community Development Director in Delano, CA.
Often times development projects take years to go from an idea to an approval. Seeing a vacant lot being graded or a building under construction, and knowing that you have been part of a team of technical experts responsible for its success, is always a great feeling. We are here to assist our clients in navigating the regulatory process.
PE, QSD/QSP, ENV SP | Senior Project Manager/Assistant Branch Manager – Bakersfield
Ms. Williams serves as Assistant Branch Manager providing oversight of projects managed and services provided through the Bakersfield office. She is a registered Civil Engineer with over 21 years of land development experience with a vast array of large and small scale residential, commercial, and retail developers. She also has an in-depth knowledge of designing public and private civil engineering projects in the areas of grading, traffic improvements, water quality, drainage and sewer design. Ms. Williams is a CASQA-certified Qualified SWPPP Developer (QSD) and Qualified SWPPP Practitioner (QSP), as well as a Envision Sustainability Professional (ENV SP). She currently serves as District Engineer for Greenfield Water District.
Ms. Williams is a member of the American Council of Engineering Companies (ACEC) and the American Society of Civil Engineers (ASCE).
